For now, that's simply addressed by not commenting within the year-by-year
tables. If you don't think something won't ever happen or won't happen
within the 2020 time frame, that's an appropriate comment to betagged to the
page as a whole or the topic title.

You're right on that last comment, I suppose, although curmudgeonly comments
can be tagged in a general fashion. I've entered some comments in specific
years where I think things will become Possible, but no other level, at least
by 2020.
