Precisely that has been suggested more than once; check the
archives. This is a variation of Robin Hanson's equitalk that
could be implemented with a few perl scripts. I did not at
the time envision posting rights being bought for cash, but
rather infrequent posters giving their extra rights to people
whose posts they liked.
