A small note: this is a worthwhile discussion, but not directly
relevant to the early Atlantis colonization scenario where there is no
similar tech level enemy. It would be interesting to hear suggestions
for how to deal with it, though, since there is a very real chance
that in the FTL era of my scenario there will be a (slightly unusual)
enemy.
