Wrong, wrong, wrong. This doesn't take any laws at all. It just takes e-cash.

Any mail from someone I've never heard from before, that doesn't arrive
with a 10-cent stamp, goes straight to the trash. If I think it's
worthwhile, I don't use the stamp. If it's SPAM, I trash it and get a
little richer. I'd happily risk 10 cents the first time I wanted to
personally contact someone.

As for forged origins, use digital signatures.
As for mailing lists, have one person check posts from new listeners.
