Would it be possible to mass produce a "black box" that functions as
a broadband wireless router. Have the thing be self programming?

There could be GPS-based spectrum allocation, and something similar
to an I.P. address that consists of a number assigned by the above
MEMS device.
These would have variable power, and placed at grid points.
The more dense the grid, the lower the power of the individual cells,
and greater the amount of bandwidth available to the "subscribers".
Although, I'm thinking that this should be structured in such a way
that there is zero cost to the end user, because it would also be the
security network, providing the transport for citizen tracking.
