Get in touch with the ISP who has their routers configured to allow ip
directed broadcasts and ask them to put in the one-line change to their
routers which will make it impossible for jerks to use their routers to
attack other people's networks. It is a simple change and is
irresponsible for them to leave their networks open to this type of abuse.
They might not even be aware that they are vulnerable to attack and have
been placed on the smurf list.
