Although I'm suffering from a little jet lag right about now, this looks
doomed from the start. The location for this place looks to me like it's less
than 200 miles offshore from more than one country, and therefore is within
some existing state's "Exclusive Economic Zone" (EEZ) as defined in the United
Nations Convention on the Law of the Sea (UNCLOS). "New Utopia" looks like a
fixed platform to me and, under UNCLOS, fixed platforms within an EEZ are
deemed to be the territory of the adjacent coastal state.
