It has always been out of control, since it is not something
controllable (you can influence it, but total control seems unlikely
as the others argue). The reason the image of "out of control" is so
widespread is that most people think along industrial age lines. I
think Kevin Kelly was right on the mark when he described the
fundamental tenet of the industrial era as control: control of the
workings of the machine, control over the workers, control over the
means of production. But in the postindustrial era we are starting to
realise that control in the old sense is not essential and inf fact
counterproductive; self-organization can work quite well on its own.
