Virtual particle pairs (Dirac's sea) determine the properties of the
vacuum (i.e. dielectricity constant), which are easily measurable. I'm
pretty sure that a similiar (perhaps indirect) verification is possible
with Planck quantum foam, for a TOE (superstring++ is a candidate for one)
must explain it.
