Not all crime is based on revenge. I think most crimes are based on
personal desire or need.

- Theft, based on greed
- Fraud, based on greed
- Negligence, based on dangerous behavior
- Rape and Abuse, based on sociopathic behavior
- Tax and licensing and regulatory crimes, based on government paperwork
irregularities
- Victimless crimes, based on unapproved drug use, unapproved sex acts, and
unapproved entertainment.
- Skill limitations, practicing medicine or law or some technical expertise
without licensing.
