Quantum theory says it can, but we can never know for sure, since the
initial conditions and constants cannot be determined with infinite
accuracy. Therefore it seems that every theory involving irrational
numbers could be replaced by a theory that doesn't, and the two
theories would be observationally equivalent, although the
replacement theory would presumably be less elegant and simple than
the original.
