Yep, crazy idea... There was a discussion of these balloons on the
cypherpunks list a few months ago and apparently they mostly landed on the
West Coast; the only known casualties were a couple of people in Oregon.

BTW, these aren't the Mogul project balloons; those were supposed to
float over Russia looking for evidence of nuclear explosions.
