Sorry for the two-pronged reply, but a thought occurred to me. This being
an unusual event (at least to hear some correspondents tell it), I had to
take keyboard in lap to comment.

I wonder. Seems to me that you could model term-limits as an incentive to
legislators to line their own pockets even more flagrantly. "What are they
gonna do, _fire_ me?"

People getting what they think they want is why patronage is never shut
down. Some argue that the alternative is worse. Me, I dunno.
