Of course there is another possibility; they don't exist... Since the kind
of technologies we're predicting in the next few centuries are so powerful
and we can see no reason why we shouldn't colonize the entire galaxy in a
million years or so this implies to me that there aren't any other
technological societies in this galaxy (or universe, if intergalactic
travel turns out to be easy). The fact that we look out and see silence
across the galaxy shouldn't be surprising; if there was anyone else to
talk to they'd already be here and we would never have evolved.
