As previously mentioned, there is the possibility that the Borg became a
collective as a desperate effort to combat these aliens, that they have
been fighting this species on a stalemate basis for many hundreds of
years. Possibly they merely started out as a multi-race, multiworld
alliance much like the Federation, possibly given more to technological
augmentation than the hyper-liberal, hyper-humanist utopic Federation.
The outward expansion of the Borg into Federation space is merely the
Borg seeking out new sources of recruits and resources with which to
combat this alien incursion.
