Since its all relative anyways, you can pick your own plane of
reference. However, being currently earthbound, with an atmosphere which
has a natural inclination to polarize sunlight vertically, more or less,
depending on weather, the first discoverers of polarization were also
earthbound and therefore horizontal and vertical are in reference to the
observers position on the earth.
