I think the big problem was that the list members (but not neccesarily the
administrators) treated it more as a game than a serious effort. With the
PPLs on the list the worst thing that could happen to you was to be thrown
off. With real PPLs you could become an outlaw and probably end up being
shot. So the costs and benefits of compliance were very different to the
way they would be in real life.
