Since the purpose of Hell is eternal punishment, we have to take in the
administrative aspects as well as the physical. I imagine that Satan
would be a kind of ultimate bureaucrat who would require that you file a
truly recursive fractive Enviromental Impact Report, with each filing
requiring that you file several thousand more of them....
