Can cloning be controled at all?

       I keep asking myself if there is any practical means available to the
governments of the Earth to prevent cloning of people.
       Even though cloning might be difficult I have to assume that any
number of people might have the knowledge to attempt cloning -- further that
they might be successful after several trials. I have to assume that while
they might get some very messy results there will be those that are willing
to keep trying. Mind you I am using entire global population as my basis for
prediction.
       In addition I have to ask the list how expensive the necessary
equipment is. The delivery of a cloned child requires only minimal
equipment, how complex a laboratory is required for the initial work?
