Actually, aerosolized anthrax is probably the best bio-weapon
available. Pneumonic plague is also impressive, but the agent is
not robust. Smallpox is a terrorist's wet dream but difficult to
procure and too dangerous to use in a rational manner, so I would
hope no state-sponsored stockpiles exist.

There are of course inherent problems with B and C weapons, and
their widely recognized ban is likely due to their lack of military
usefulness in the first place.
