The most recently published book containing that story is
"True Names: And the Opening of the Cyberspace Frontier" by Vernor
Vinge, published by Tor Books; ISBN: 0312862075; (December 2001)
It is still in print, and should be available in many bookstores.
I have a copy at hand if you just want to verify something.

It was first published in "True Names and Other Dangers", by
Baen Books; ASIN: 0671653636; (December 1991). This is now out
of print.
