What's the difference? I'm a little confused on this point. Rehabilitation
*is* a process of thought conversion through force.

Followed to the logical extreme of best for least is a transparent society
with drone-locking (a la Culture) or wetware inhibitors for those who don't
conform (a la Gravity Dreams).
