       If you haven't read it DeSoto's The Mystery of Capital shows some
early U. S. history when private protection agencies not only protected
property against individuals and the state but eventually forced the state to
step up and protect private property also. Things went to the point that in
certain areas "mining districts" formed to protect claims became the legal
adjudicator of property disputes with court backing.
