I'm not sure it's really so great. Can you track rectenna arrays from Luna
with phased array setup? It's inefficient, and not demonstrated to be safe
to irradiate huge patches of ground (remember Waldo?).
It is definitely easier to do realtime beamforming from LEO sats, which
are made from lunar material and launched with mass drivers, or even
conventional hydrogen/oxygen rockets powered by fuel from lunar cryotrap
water.
Apart from that the idea is of course excellent (and rather old).
