Tariffs are not all that good themselves; they lead to protectionism. A
better model for funding a minarchy (or an outsourced foreign office, as was
the scope of the original federal government) would be government services
provided by many competing corporation-like entities. Providing service X to
Y% of the populace gives your corporation some fractional voting rights in
the outsourced foreign office committee.
