Dan,
       I think you have just hit the definition. A socialist government is
one that thinks it owns its citizens lives including the right to end those
lives. The definition may require other essentials but this is certainly the
chief one.
       This is why the details of socialist rule can change. If the dictator
wishes for the people to make economic decisions they can -- if he doesn't
they can't.
