Note the term 'spongiform' in the name Bovine Spongiform Encephalopathy.
It means 'sponge-like', which is unfortunately an accurate description
of how the brain looks like after the disease has advanced. Damaged
neurons and pathways are resorbed, leaving big voids. While future
super-nano might fill in the blanks with new neurons, the information
making up the person has been irretrivably lost.
