Votes are not counted by any government worker: people to handle vote
operations and counting are hired shortly before (typically, students
looking for a couple of days of work and some bucks. It's also considered
a civil duty with some honor in it). Some kind of officer acts as a
supervisor. All operations are public.
So it seems it's just a matter of organization.
