In response I can only ironically say my post was in response to another one
as I said at the start of my post?!. I did not originate this discussion!!!
Someone else mentioned this book and all I did was mention the guy is
supposedly building a prototype. I am no expert on physics and cannot
comment on the supposed craft or its design, although I am sceptical since I
could find little other mention of it.
However, on a RELATED issue Anders Sandberg mentions in response to my quote
from a symposium article/stuff held at the University of Sussex (on quantum
fluctuation as a power source) that they are talking about breaking the laws
of thermodynamics. I don't think the article or synopsis claims this. I
think they fully believe in it (the laws of thermodynamics). They do include
references. These are not amateur anti=gravity people, these are from the
IASA.

Somehow I don't think this guy is a crank. Anyhow the article is

As an extropians I am interested in alternative power sources.
Interestingly, I note in particular the assertion by the author that "vacuum
fluctuations can be altered by technological means" - this statement in
response to experimental results flowing from the U.S. Air Force's Advanced
Concepts Office.
