Idiolects differ, but I certainly wouldn't call 2,800 "several thousand". In
my idiolect "a few" is about 3-6 and "several" is 7 to some vaguer number
above which is "many", although "many" might also work for 7+. But "a few"
should definitely be at least three, and "several" more than that.
