No, or only partly. PPA's and PPL as defined by anarcholibertarianism
is a concept that rolls together concepts of insurance, rent-a-cops,
electronic security agencies, law firms, and private arbitration as a
substitute for the state monopoly on criminal law enforcement. Civil
and common law are quite capable of being used in a private setting as
much as by a state monopoly.
