No. He can not and will not change course before the elections next sunday.
The official position is, that this would be an offensive war that goes
beyond the current UN resolutions, which only demand to let the inspectors
back in. It would also split the international coalition against the
terrorists.

Besides, the public opinion in Germany is strongly against a german
participation in a war against Iraq, mostly because the people don't see
any sense in it. Many people suspect, that the real reasons are not Saddams
alleged weapons, but economical reasons for Bush's friends in the oil
business.

Speaking from my point, the US government has lost a lot of its
trustworthyness in the last months. They have stepped out of international
treaties at will, block several activities for developing countries and
against poverty and hunger, use the NSA to gather business data for
american companies even from friendly nations, deprive POWs from their
human rights, etc.

All in all, my impression is, that the US government more and more acts
like a "rogue state"; arrogant, selfish and ruthless against enemies as
well as friends, and isn't even able to hold really democratic elections.
More a banana republic on the way back to the middle ages than the moral
leader of the world. Sooner or later this will use up the patience of their
friends and allies.
