This is what we promised the Kurds the last time. They rose up against
Saddam and were decimated with chemical weapons. Then the U.S. went
away, and DIDN'T take care of Saddam. So they refuse to help us this
time around. They don't trust us.

Actually, Europe is getting tired of the US doing an end-run around the
UN. Since Saddam is defying UN sanctions, Europe thinks the UN should
handle it. They see the US as arrogantly stepping in, when the US is no
more involved than any other nation.

You forgot all of the Arab nations. Even the ones who see Saddam as bad
don't support a US attack. As they keep pointing out, Saddam's missiles
can't reach the US, so if the US attacks Iraq, guess who's going to feel
the counter-attack? The neighboring nations. So they keep telling the
US not to start a war with them in the front lines.
