Rather than cameras everywhere try universal GPS implants that download
tracking info periodically. The system then compares location of individual
to location and time of crime and bingo.
The issue of manditory constant exposure to RF from the devices is there.
We currently endure passively quite a bath of RF/EMF but that does not make
it
a given if we choose to opt out. ei- wear a suit desgned to
capture/redirect/shield
RF/EMF.

Draconian as it sounds, this would be simple, cheap and effective.
