Guys,
       Herrnstein was a psychometrician that had spent a career publishing in
professional journals that had peer review. He also quoted studies that had
undergone peer review. As to The Bell Curve itself I accepted it as a
popularization of a scientific subject. I have never heard of a
popularization being submitted for peer review.
