It's usually classified as 'fan fiction', which is quite widespread online, and
by far the majority of franchises don't mind the extra publicity (particularly
when the fans aren't making any money off it).

There have been a *few* examples of franchises which cracked down hard on any
use of their characters in fan work, but with the vehement outcries that
resulted, this practice will most likely remain uncommon. Generally speaking,
if it has a category at http://www.fanfiction.net/ , it's fair game.
