Theft has always been with us and so have the laws to punish it. We may
learn some little place we need to tweak our law but basically we have enough
law. But, then what else can a showboating politician do but pass a new law.
 After all we elect lawyers, if we elected engineers they could build us a
new jail. When we have a hammer every thing looks like a nail.
