       Are you sure you read Starship Troopers? Those points are almost
totally irrelevant to the material in the book. It was his right to be a
citizen if he wanted to exercise it. Anyone of any IQ level and any physical
condition could volunteer and earn the right to vote. I could go on but I'll
stop there.
       As to the desireability of that system I can't recall that the author
ever advocated it. It was a system he wanted to use for fictional purposes.
