No (re: f.s.l.) and yes (re: under-exposure) -- I don't think full spectrum
does the trick (I had it specially installed [or at least as close as one can
get with fluorescents] at my previous corporate offices.) If its
simple "under-exposure" then its lux that counts. I found an
interesting source for solutions in this respect:

I'm going to have to look at those more closely.

I think the receptor (at least in the eye) that serves as the signal
initiator for this pathway has only been isolated within the last year
[no ref close at hand]. I don't think we know its spectral response
characteristics yet (my guess would be it prefers yellow). If it has
a preference we could probably devise an LED system with much lower
power consumption than the current full spectrum/halogen solutions.
