Charles,

Perhaps I misled you by my use of the word 'balloon'.
An actual balloon 'floats' by displacing the heavier
medium around it, and, as you say, cannot rise above
the medium, ie the atmosphere. But I have in mind
something more like an inflatable dome, the 'roof' of
which is pushed up and held up by the direct pressure
of the confined air. If it is large enough, it should
be able to rise up to and above the 'top' of the
atmosphere. Just pump in enough air.
