The cosmology is hypothetical, i.e. fiction, although drawing on some
commentators' speculations. It envisages utilizing the dark matter
(wavepackets) and galactic black holes (the large ones at many galactic
centres) as engineering circuits and engines for cosmological reworkings,
virtual reality and memory storage. So no, these are not internal, virtual
computational structures although these are discussed and envisaged in the
context of virtualities.
