The cartels did do exactly this a few years back, at least one of
these devices (a semi-submersible)was captured at sea, some others
in port. A facility where they were already building a much larger
next generation craft was raided. Read about the drug mainframe,
the "santacruz" machine.
They also tried to buy, and may have actually had a surplus Russian
diesel-electric subs for the same purpose.
