That makes no sense. Hussein offs a few million Americans, so in
retaliation you kill a few million locked in his overgrown prison?

As with any major crime, we would want to punish the guilty,
protect other innocents, and prevent recurrance. Even if you
were to fling nukes, they shouldn't be aimed at random civilians
but at well-chosen military targets.

If governments were behind this, the best tactic would be to
destroy said governments and replace them.

the best tactic would be to imprison the supportive
mullah, bankrupt the bankrollers, and dissassemble the

Fundamentally you're talking memetic warfare. The
enemy is concepts, not people. You don't fight
disease by killing victims.
