This merely trains the world that they should ignore us when we threaten
war. It trains our enemies to discount our warnings as mere
propaganda. It trains terrorists to ignore our military might because
it could be fake and we might not use it anyway.

As with most ideas that cost nothing, the real costs are merely delayed
or hidden.
