Absolutely. I'd much rather have Al-Qaida assassinate Bush than
fly airplanes into the WTC, never mind actually manage some kind
of genuine war-level attack. The only losers in war-by-assissination
are political leaders - which is probably why they put so much
effort into calling it despicable.

Arbitatration methods are all hunky-dory. Sometimes, though, they
don't work. If there's some legal method for proceeding against
terrorist A, I'm all for it. But, I recognize sometimes there isn't
and force is necessary.
