The suggestion we send special forces anywhere we want to
assasinate people we believe are terrorist is very much
advocating what I speak of. The idea floated by the President
of first strike use of tactical nukes of various kind is another
instance. I could list instances all day where it is seriously
proposed. What is actually being done is unknown as even
perfectly normal domestic operations, not to mention new ones,
are now under such a veil of official secrecy that it is now
barely possible to be aware of what is really being done in
practice.

Yes and no. The implication is that those who do not agree to
our measures to presumably fight terrorism are in fact aiding
terrorists and are thus on our shit list.
