This is the root cause of terrorism.

I don't think it is a good idea to give the government ultimate power of
life and death over people with no accountability or disclosure. Why
would we want to have secret assassinations that nobody could ever prove
we did if we really believed we were right?

How does giving the government all this power and removing individual
power to question the government do anything to enhance personal
responsibility. I don't want the government to warn criminals in
advance of any police action, but I do expect the government to prove
its case before execution.
