We already know that the speed of light is variable downward in terms
of light passing through non-vacuum conditions, like through air or
other gasses, through solid materials like glass, etc. so much so that
light speed can be slowed down to a mere few meters per second within
certain materials.

We know that within a continuous light stream, non-informational
signals can travel along the stream at several times C, although the
initial wave front cannot travel faster than C. What remains to be
determined is if any sort of information can be communicated at faster
than C rates by any means.
