Threats only work if the other side knows you are not bluffing,
exacly what is going on in Iraq.

Iraq stunned the U.N by saying it will reconsider the issue of
inspectors. The only reason it is doing so is that it knows an
invasion is coming.

I think Saddam is just stalling again, but if the U.N. can come to
an agreement with him on inspectors it will most certainly cancel
the upcoming U.S. invasion.

I prefer peace as well, but not peace at any price.
