This link has expired, so I couldn't view it. Did it specifically say
that this was a free service and less than 10 people requested it? That
was the part that I found hard to believe.

This is how it should be. Unfortunately, even the link you give points
out the difficulties in actually getting this done. Even with a law, it
is difficult. But I give kudos to Illinois! (I lived there for a few
years.) Here in Florida, the government is fighting inmates to prevent
them from getting DNA testing.
